Shandong Province's New Energy Industry Development Plan (2018-2028)
New energy is a global strategic and leading emerging industry, representing the direction of future technological change and energy development. It is an important field for adjusting and optimizing the industrial structure and cultivating new development momentum. It is an important way to solve the shortage of energy resources and strengthen ecological and environmental protection. Vigorously developing new energy industries is of great strategic significance for enhancing the core competitiveness of our province's industries, seizing the commanding heights of future economic and technological development, accelerating the transformation of new and old kinetic energy, and adjusting and optimizing the energy structure.
In order to fully implement the spirit of the 19th National Congress of the Communist Party of China and General Secretary Xi Jinping's green and low-carbon development concept, conscientiously implement the major decisions and arrangements of the Provincial Party Committee and the Provincial Government on accelerating the transformation of new and old kinetic energy, scientifically promote the rapid development of the province's new energy industry, and effectively stimulate the "new kinetic energy" in the energy field, according to the "Overall Plan for the Construction of Shandong New and Old Kinetic Energy Conversion Comprehensive Experimental Zone", "Implementation Plan for Major New and Old Kinetic Energy Conversion Projects in Shandong Province", "Energy Production and Consumption Revolution Strategy (2016-2030)", etc., the "Shandong Province New Energy Industry Development Plan (2018-2028)" (hereinafter referred to as the "Plan") was formulated. The "Plan" includes five parts: development foundation, development situation, development ideas, principles and goals, key tasks and guarantee measures, covering new energy vehicles, nuclear power, smart grids and energy storage, heat pumps, solar energy, wind energy, biomass energy, hydrogen energy, combustible ice, ocean energy and other fields.
The base year of the "Plan" is 2017.
1. Development foundation
(I) Development status.
1. New energy equipment. The new energy equipment industry in our province started early, the industrial system is relatively complete, the comprehensive strength is constantly improving, and the development momentum is good. In 2017, the added value of the province's new energy industry reached about 110 billion yuan. The solar thermal industry ranks first in the country, forming solar energy industry clusters with their own characteristics in Jinan, Dezhou, Dongying, etc. Relying on the national nuclear power industry technology innovation platform and the construction of the Haiyang nuclear power project, Yantai has initially established a nuclear power industry system integrating research and development, manufacturing, promotion and application. It has two provincial nuclear power industrial parks in Laishan and Haiyang and more than 30 nuclear power equipment manufacturing and supporting enterprises, accounting for 90% of the market share of the province's nuclear power equipment output value. The geothermal energy and air energy equipment manufacturing industry is developing rapidly. There are more than 100 ground source heat pump and air source heat pump manufacturers of a certain scale in the province, and more than 300 heat pump system integration companies, with good industrial and technical support. The smart grid industry has a good development foundation. The province ranks first in the country in the production of small and medium-sized transformers. It has a number of domestic advanced enterprises and has initially formed a smart grid industry pattern featuring power transmission and transformation equipment, distribution automation equipment and power grid "Internet +". The production scale of new energy vehicles has grown steadily. In 2017, the province produced a total of 140,500 new energy vehicles, accounting for about 18% of the country, making it a major new energy vehicle production province.
2. New energy application. In recent years, focusing on improving the quality of the atmospheric environment, reducing the consumption of fossil energy such as coal, and adjusting and optimizing the energy structure, our province has accelerated the development and utilization of new energy, and the scale and scope of promotion and application have continued to expand, becoming a prominent highlight of the development of the province's energy industry. By the end of 2017, the proportion of new energy development and utilization in the province's total energy consumption reached 4.3%. New energy power generation has shown leapfrog development, with a power generation installed capacity of 24.37 million kilowatts, accounting for 19.4% of the province's total power installed capacity. Among them, the installed capacity of wind power and photovoltaic power generation has exceeded 10 million kilowatts, reaching 10.61 million kilowatts and 10.52 million kilowatts respectively; the installed capacity of biomass power generation ranks first in the country, reaching 2.16 million kilowatts; the construction of Haiyang Nuclear Power Phase I and Rongcheng Shidao Bay High Temperature Gas-Cooled Reactor Demonstration Project is progressing in an orderly manner. New breakthroughs have also been achieved in the comprehensive utilization of other new energy fields. The collection area of solar thermal products is about 120 million square meters, accounting for about 30% of the country; the geothermal heating area is 40 million square meters, and the utilization of shallow geothermal energy ranks first in the country; the annual utilization of biomass solid molded fuel is about 500,000 tons; the annual pilot promotion of automotive ethanol gasoline is about 1.2 million tons. The promotion of new energy vehicles has grown rapidly, with a cumulative ownership of 146,000 vehicles and a charging infrastructure ownership of 22,000, both of which are among the best in the country.
3. New energy technology. In line with the development trend of the global energy technology revolution, our province has achieved technological breakthroughs in key areas such as nuclear energy and smart grids, and forward-looking technologies such as hydrogen energy and ocean energy have been steadily promoted. A number of major innovation platforms such as national enterprise technology centers and industry innovation centers have been gradually built, and the scientific and technological innovation support capabilities in the field of new energy have been significantly enhanced. By the end of 2017, our province had 1 national engineering laboratory, 1 national engineering technology research center, 1 national engineering research center, 22 national enterprise technology centers, 31 provincial engineering laboratories, 5 provincial key laboratories, 28 provincial engineering technology research centers, and 7 provincial engineering research centers in the field of new energy. Nuclear power fire protection products "cable and cable tray fire protection coating device" and "passive solid fire protection structure" fill the domestic technology gap. The production of cables on the nuclear power island has been licensed, breaking the foreign monopoly of this technology. Yantai's "National Nuclear Power Industry Technology Innovation Platform" is the only national innovation platform in China that integrates nuclear power technology research and development and industrialization. The exploration and mining technology and equipment of combustible ice have achieved a historic breakthrough. The world's most advanced ultra-deep, double-drilling tower semi-submersible combustible ice drilling platform has been independently designed and manufactured, and the installation process and welding process are world-leading; it ranks among the top in the country in terms of hydrate micro-testing technology and simulation experimental research, providing strong theoretical and technical support for the successful first trial mining of combustible ice in my country. The deep-sea drilling riser has broken the monopoly of foreign suppliers on core components of deep-sea drilling. Electric vehicle charging group management and group control, microgrid control and grid interaction technology have reached the international leading level.
4. New models and new formats. The new energy industry and the Internet and advanced information technology are accelerating integration, and new models and new formats in the new energy field are constantly emerging. "Photovoltaic + Fishery", "Photovoltaic + Ecological Agriculture", "Photovoltaic + Coal Mining Subsidence Land Management" and other industries are showing a large-scale development trend. The national first "Photovoltaic + Ecological Agriculture" comprehensive utilization development model has been replicated and promoted nationwide. The world's first high-speed photovoltaic pavement demonstration project was built in Jinan, realizing the deep integration of the transportation industry and the new energy industry. The layout of new energy vehicle sharing business has begun to promote the transformation of traditional leasing models to intelligent, green and information-based. With smart car networking as the core, charging services, automobile services and comprehensive energy services as the focus, we have created an "Internet + smart travel" ecological system and a new model of "Internet + charging piles + new energy vehicles", realizing full-process monitoring, big data analysis and operation of new energy vehicles and charging piles. A fiber optic backbone network covering the entire province has been built, and all 220 kV and below substations have achieved unmanned duty, initially forming an "Internet + power grid" development pattern. Qingdao Sino-German Ecological Park and other five projects have been included in the national new energy microgrid demonstration, exploring new commercial operation models and new formats of power energy services, and promoting more dynamic innovative development of the power market.
(II) Presentation characteristics. In recent years, the application and industry of new energy in our province have made great progress, but there are still some problems that need to be solved urgently, mainly presenting the following characteristics:
First, the industry started early, but the total scale is small. The development of new energy in our province started early. The solar thermal industry was the first to form a scale in the country and once occupied half of the country, but its competitive advantage has gradually weakened; biomass energy and heat pumps were the first to achieve industrialization, but their industry status is low and their influence is weak; new energy vehicles developed early, but their innovation ability is not strong, the industry scale is not large, and there is a lack of independent passenger car brands. In 1986, Weihai Rongcheng built the first wind farm in the country, and in 2006, Heze Shan County built the first agricultural and forestry biomass power generation project in the country. At present, due to the lack of hydropower for large-scale development and the fact that nuclear power projects are still under construction, the proportion of new energy development and utilization in the province's total energy consumption is only 5.5%, which is 8.7 percentage points lower than the national average; the added value of new energy industries accounts for only 1.5% of the province's GDP, which is far lower than the development level of advanced provinces such as Jiangsu and Zhejiang.
Second, the application of new energy is developing rapidly, but its driving effect on the industry is weak. The development and application of new energy in our province has been rapidly promoted. Since the 12th Five-Year Plan, the installed capacity of wind power, photovoltaic power generation, and biomass power generation has increased by 33.8%, 146.5%, and 31.9% respectively. The installed capacity of biomass power generation, the area of solar thermal products, and the area of geothermal heating (cooling) have always maintained a leading position in the country. In 2017, the installed capacity of photovoltaic power generation in our province also jumped to the first place in the country, and the installed capacity of wind power entered the top five in the country. However, the scale of the new energy equipment manufacturing industry is not large, the development speed is not fast, the application and industry integration are low, and the industry support capacity is weak, which cannot effectively meet the rapid growth of new energy application needs.
Third, there are many enterprises, but few leading enterprises. The total number of enterprises in the new energy field in our province has reached more than 2,400, but most of the enterprises are small in scale, there are not many leading backbone enterprises, the driving effect is not strong, and the industrial agglomeration effect is not significant enough. In 2017, no new energy enterprise was shortlisted for the top 100 enterprises in Shandong, and there were only two new energy enterprises with an output value of over 10 billion yuan. In Jiangsu Province, there are 6 companies with an output value of over 10 billion yuan in the photovoltaic industry alone, and the smart grid industry in Nanjing has a domestic market share of over 70%.
Fourth, the industry categories are complete, but the core competitiveness is insufficient. Our province has initially formed a relatively complete new energy industry development system with solar energy, wind energy, biomass energy, geothermal energy, new energy vehicles, smart grids and other categories. However, the investment in new energy science and technology innovation is insufficient, and the independent innovation technology is weak, resulting in low industrial development level and weak core competitiveness. There is a lack of leading enterprises that manufacture key core new energy equipment, a lack of well-known brands with international and domestic influence, weak industrial product supporting cooperation capabilities, and a development pattern based on base or agglomeration area construction. The new energy industry is generally comprehensive but not excellent, and diverse but not strong.
II. Development Situation
At present, a new round of scientific and technological revolution and industrial transformation is accelerating and gathering. Technological innovation in the new energy field is emerging in an endless stream, and new models and new formats are constantly emerging. The development of new energy industry in our province has both opportunities and challenges. We must coordinate the overall situation, seize opportunities, take advantage of the situation, and concentrate our efforts to achieve leapfrog development.
From an international perspective, major disruptive innovations in emerging industries represented by new energy appear from time to time, key technologies such as new energy vehicles and shale gas continue to break through, and distributed energy, energy Internet and other fields are booming; new energy technology and new generation information technology, Internet, big data and other fields penetrate and merge with each other, and major countries have taken new energy as the strategic commanding heights of scientific and technological innovation and the first move in industrial transformation and development. At the same time, under the background of global joint response to climate change, major developed countries such as the European Union, Japan, and North America have updated and formulated new energy development strategies, and energy is accelerating towards a clean and low-carbon new energy era. Domestically, my country's economy has shifted from a high-speed growth stage to a high-quality development stage. The 19th National Congress of the Communist Party of China profoundly expounded Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and included "building a market-oriented green technology innovation system and strengthening the clean energy industry" in an important chapter of accelerating the reform of the ecological civilization system and building a beautiful China, which pointed out the direction for accelerating the development of the new energy industry and cultivating new momentum for economic and social development. In line with the general trend of clean and low-carbon development of global energy, my country has accelerated the implementation of the "double substitution strategy" of replacing coal with oil and gas and replacing fossil energy with non-fossil energy, and clearly proposed that "by 2030, the proportion of non-fossil energy in total energy consumption will reach about 20%", making new energy and renewable energy the main force of energy growth.
From the perspective of the province, the total energy consumption of our province is large, and the proportion of coal consumption is high. There is huge pressure to reduce coal consumption and accelerate the optimization and adjustment of the energy structure. The "Shandong Provincial Energy Medium- and Long-Term Development Plan" has clearly proposed that "by 2030, the consumption of new energy and renewable energy in the province will increase to about 18%". At the same time, the resource-based and heavy chemical industry structure of our province is prominent, and the task of improving the industrial level, optimizing the industrial structure, and realizing transformation and upgrading is very arduous. The "Implementation Plan for Major Projects for the Transformation of New and Old Kinetic Energy in Shandong Province" includes the new energy and new materials industry in the top ten industries, providing a major historical opportunity for the development of the new energy industry. We must follow the unified decision-making and deployment of the provincial party committee and the provincial government, rely on the existing industrial foundation, grasp the key points, highlight the characteristics, clarify the main direction, concentrate superior resources, and achieve rapid and efficient development.
III. Development ideas, principles and goals
(I) Development ideas. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee of the Communist Party of China, conscientiously implement the decisions and arrangements of the provincial party committee and the provincial government on major projects for the transformation of new and old growth drivers, firmly establish a new development concept, take supply-side structural reform as the main line, and new technologies, new industries, new business forms and new models as the core. We will adhere to the green and low-carbon development policy, change the development model, strengthen technological innovation, improve the system and mechanism, promote the intelligence of industries, the industrialization of intelligence, cross-border integration, and high-end brands, actively promote the diversified, large-scale and high-quality development of the new energy industry, create a number of domestic leading and internationally influential industrial agglomeration areas and characteristic industrial clusters, gradually realize the transformation from "Made in Shandong" to "Smart Manufacturing in Shandong" and "Created in Shandong", and provide strong support for the transformation of new and old growth drivers.
II) Development principles.
Coordinated planning and coordinated development. Coordinate the planning of new energy industry development with economic and social transformation, overall energy layout, ecological environment protection and new urbanization construction, adhere to planning guidance and scientific advancement, focus on coordinated planning development, and focus on coordinated development of development and utilization with industrial upgrading and technological progress. Coordinate the coordinated development of land and marine economy, expand growth space, and form a new pattern of new development advantages and coordinated interaction with surrounding areas.
Highlight key points and high-quality development. Keep up with the development trends of new energy at home and abroad, accelerate the development of key areas such as new energy vehicles, nuclear power, smart grids and energy storage, rely on project pull and industry drive, vigorously improve the development level of new energy industry, expand the scale of industry, and promote high-quality and efficient development of new energy industry.
According to local conditions, agglomerate development. Based on the implementation plan of major projects for the conversion of new and old kinetic energy in our province, combined with the development positioning of each city, clarify the development direction of new energy industry in each city, cultivate and strengthen leading backbone enterprises, strengthen upstream and downstream cooperation in the industry, and extend the industrial chain. Innovate management and operation mechanisms, promote "building nests to attract new phoenixes" and "creating something out of nothing", cultivate characteristic economies and advantageous industries, and create a number of industrial agglomeration areas and characteristic industrial bases with core competitiveness.
Science and technology lead, innovative development. Adhere to the world vision, international standards, and Shandong characteristics, actively learn new theories and technologies in related fields at home and abroad, strengthen original innovation, integrated innovation, and introduce, digest, absorb and re-innovate, and continuously improve independent research and development capabilities; improve and perfect the scientific and technological innovation system that closely combines production, education, research and application, accelerate technological innovation, institutional mechanism innovation, and business model innovation, give full play to the decisive role of the market in allocating resources, improve the competitiveness of the new energy market, and promote the upgrading and growth of the industry.
(III) Development goals. In the next 5-10 years, a new energy equipment manufacturing system with innovation-led, intelligent and efficient, leading and cluster development as the core features will be built, and a number of well-known domestic and world-class enterprises and brands will be formed; gradually build an energy consumption system with green and low-carbon, energy-saving and efficient, diversified and complementary, and smart interconnection as the main features, the proportion of new energy consumption will be significantly increased, and the supply of new energy will basically meet the future energy consumption demand; strive to develop the new energy industry into an important pillar industry in our province, and effectively promote the transformation of our province's energy structure and green and low-carbon development.
The scale of the new energy industry continues to grow. By 2022, the total output value of the province's new energy industry will strive to reach 700 billion yuan, and the added value of the industry will strive to reach 240 billion yuan. By 2028, the total output value and added value of the new energy industry will strive to reach 1.2 trillion yuan and 400 billion yuan respectively, becoming a new important pillar industry in the province.
The scale of new energy application continues to increase. By 2022, the proportion of the province's full-caliber new energy development and utilization in the total energy consumption will increase to about 9%, and the installed capacity of new energy power generation will reach about 44 million kilowatts, accounting for about 30% of the province's installed power capacity. By 2028, the proportion of the province's full-caliber new energy development and utilization in the total energy consumption will strive to increase to about 15%, and the installed capacity of new energy power generation will reach about 75 million kilowatts, accounting for about 40% of the province's installed power capacity.
The independent innovation capability has been significantly enhanced. By 2022, the proportion of technology R&D investment in new energy industry to main business income will reach more than 3%, and the proportion of technology R&D investment of key backbone enterprises will reach about 5%; by 2028, the proportion of technology R&D investment in new energy industry in the whole province will be increased to more than 5%, forming a group of domestic leading and internationally influential independent technologies, products and brands.
The concentration of new energy industry will be greatly improved. By 2022, 5 characteristic industrial clusters with annual output value of over 100 billion yuan and outstanding national competitive advantages will be created, 10 nationally renowned leading backbone enterprises with output value of over 10 billion yuan will be cultivated, and a group of specialized, refined, special and new supporting enterprises will be cultivated. By 2028, the group of large new energy equipment enterprises will be further expanded, and the regional characteristics and advantages will be more prominent, realizing the transformation from a large province of new energy industry to a strong province of new energy industry.
IV. Key Tasks
In line with the development trend of the new energy industry, we will focus on building a strong province in new energy equipment and applications, combine the resource endowment and industrial foundation of our province, take technological innovation as the guide, increase factor support, implement policies in a classified manner, expand and strengthen the three key industries, optimize and upgrade the four advantageous industries, accelerate the layout of the three frontier industries, accelerate the promotion and application of new energy in the fields of electricity, heat, transportation, etc., cultivate and expand the five characteristic industrial clusters, promote the high-quality development of the new energy industry in our province, and build a new energy research and development, inspection and testing and industrial development highland with domestic cutting-edge level and global influence.
(I) Focus on expanding and strengthening the three key industries. New energy vehicles, nuclear power, smart grids and energy storage are important pillar and basic industries of the national economy, representing the important direction and technical commanding heights of current and future development. They are key new energy industries that many provinces are focusing on and jointly promoting, and are also the only way for our province to move from a large province of new energy industry to a strong province. In combination with the industrial layout and industrial foundation of our province, we will focus on the three key industries, actively cultivate and expand leading enterprises, accelerate the development of industrial agglomeration, improve the industrial chain, enhance industrial competitiveness, and strive to be at the forefront of the country.
1. New energy vehicle industry. We will accelerate the development of new energy vehicles as an important part of cultivating new momentum, developing the new economy, and promoting the industry to move towards the middle and high end. We will focus on pure electric vehicles, plug-in hybrid vehicles, and hydrogen fuel cell vehicles as the main development direction, focus on improving the quality and level of development, aim at the forefront of the development of the world's new energy vehicle industry, adhere to the combination of independent research and development and open cooperation, coordinate planning and layout in accordance with market demand, accelerate the optimization and upgrading of the province's new energy vehicle industry technology, products, and markets, enhance market competitiveness, expand the market scale, and promote the development of new energy vehicles towards green, high-end, and intelligent. By 2022, a number of new energy vehicle industry clusters will be built in Jinan, Qingdao, Zibo, Yantai, Weifang, Liaocheng, etc., the output of new energy vehicles will reach about 500,000, and the output value of the new energy vehicle industry will reach 250 billion yuan. By 2028, it will become an important domestic production base for new energy vehicles and key components, and realize the transformation from a low-end new energy vehicle production province to a high-end new energy vehicle manufacturing province, and the output value of the new energy vehicle industry will reach 400 billion yuan.
2. Nuclear power industry. Focusing on my country's advanced third-generation and fourth-generation nuclear power technology demonstration projects and the construction of a diversified supply platform for small nuclear reactors, with a focus on independent innovation in nuclear power technology, we will give full play to the role of a national-level nuclear power industry innovation demonstration platform, accelerate technological innovation and industrial incubation, build a demonstration highland for my country's advanced nuclear energy technology research and development, talent gathering, and comprehensive utilization of nuclear energy, support and cultivate the development of industries such as nuclear energy materials and equipment manufacturing, nuclear power construction and operation, and form a nuclear power equipment base and integrated supplier with international advanced levels. By 2022, the nuclear power technology innovation capability and equipment manufacturing scale will be further improved, and the output value of the province's nuclear power and supporting industries will strive to exceed 100 billion yuan. By 2028, key technologies for nuclear power equipment and materials will be at the forefront of the country, with the ability to support the shared technology of a new generation of nuclear power, becoming a "bridgehead" for China's nuclear power to go global, and the output value of the province's nuclear power and supporting industries will strive to reach 180 billion yuan.
3. Smart grid and energy storage industry. We will give full play to the advantages of our province as a strong power province, focus on the actual needs of the construction of UHV access channels to Shandong, the upgrading and transformation of the main grid in the province, the access and consumption of new energy, the construction of smart microgrids, and the electrification of rail transit, accelerate the breakthrough of key technologies such as large-capacity power transmission, large-scale new energy grid connection, smart grid big data analysis, and large-scale promotion and application of energy storage, and strive to promote the development of related industries such as smart power transmission and transformation complete sets of equipment, distribution network automation equipment, microgrid systems, and intelligent detection equipment, accelerate the in-depth integration of smart grid industry with new energy technology, information technology, and energy storage technology, promote the development of power transmission and transformation equipment and smart grid industry in the direction of complete sets, high-end, and intelligent, build a characteristic smart power equipment industrial base with international advanced level, and enhance the independent supporting capacity of equipment required for the construction of smart grids in the province. By 2022, the supporting capacity and complete set level of power transmission and transformation equipment will be further improved, the independent capacity of smart grid core equipment will be further enhanced, the key energy storage technology will have the ability to be industrialized, and the output value of the province's smart grid and energy storage industry will exceed 150 billion yuan. By 2028, smart grid equipment will reach domestic leading and international advanced levels; energy storage will form a relatively complete industrial chain and become a new economic growth point in the energy field. The output value of the province's smart grid and energy storage industries will exceed 230 billion yuan.
(II) Accelerate the upgrading of four advantageous industries. Heat pumps, solar energy, wind power, and biomass energy are new energy industries with good advantages in our province, and are also important development directions for adjusting and optimizing the energy structure. Relying on our province's good resource endowment and industrial foundation, guided by scientific and technological innovation, adhering to market application orientation, we will accelerate the digitalization, networking, and intelligent construction of the four advantageous industries, comprehensively improve product technology, process equipment, and energy efficiency standards, promote the value chain to a high level, and achieve quality development of the four advantageous new energy industries.
1. Heat pump industry. Seize the major opportunity of the country to promote clean heating in northern regions, give full play to the existing heat pump industry foundation in our province, adhere to innovation-driven and intelligent transformation, accelerate the research on key components and control systems of heat pump units, and continuously improve the reliability, stability, and seasonal performance coefficient (SPF) of products throughout their life cycle. Based on the existing advantages of solar energy resources and industrial foundation, give play to the leading role of key enterprises in Jinan, Qingdao and other cities, insist on the coordinated promotion of photovoltaic industry and solar thermal industry, vigorously develop and promote high-end, high-quality and high-efficiency technical products and equipment, encourage supporting enterprises and raw material supply enterprises to carry out strategic cooperation, collaborative innovation, extend the industrial chain, and strive to form a complete industrial chain integrating upstream, midstream and downstream, with each link cooperating with each other and a high degree of fit, establish and improve relevant engineering design, testing and certification, quality management and other industrial service support systems, and promote the overall competitiveness of the solar energy industry. Taking the development of tens of millions of kilowatts of offshore wind power bases as an opportunity, based in Shandong, radiating to the coast and facing the world, focusing on wind resource assessment, wind turbine and key parts manufacturing, wind farm design, construction, control and operation and maintenance and other key links, attract leading enterprises in the field of wind power equipment manufacturing at home and abroad to settle in our province, encourage existing supporting enterprises in the province to integrate into the industrial chain, strengthen independent innovation and joint innovation of key core technologies, promote the localization and high-end production of wind power equipment procurement, promote the agglomeration and development of the wind power industry, and create a wind power industry chain integrating R&D design, intelligent manufacturing, engineering general contracting, operation and maintenance services, so as to achieve the scale of wind power industry, the autonomy of key technologies, the internationalization of market sales, and the integration of operation services. Taking overcoming the shortcomings of the traditional energy system in our province as a starting point, actively promoting breakthroughs in hydrogen energy and fuel cell core technologies as the key task of our province to advance the layout of leading industries and seize the commanding heights of energy technology, strengthen the top-level design of the development of the hydrogen energy industry, encourage the industry-university-research collaboration of advantageous enterprises, universities, and institutes inside and outside the province, focus on breaking through the core technologies of the hydrogen energy industry, and support vehicle manufacturers to improve their fuel cell vehicle manufacturing capabilities. Carry out demonstrations of hydrogen preparation, storage and transportation, fuel cell vehicles, etc., optimize the layout of hydrogen energy infrastructure, accelerate the industrialization, scale and commercialization of hydrogen energy through pilot demonstrations, cultivate a group of domestic first-class hydrogen energy equipment manufacturing companies, fuel cell and power system integration R&D and manufacturing companies, and vehicle manufacturers, and form industrial clusters such as hydrogen energy infrastructure construction, hydrogen fuel cell stacks, key materials, system integration, vehicle production, operation and supporting services. 2. Methane hydrate equipment industry. Summarize the advanced experience of the "Blue Whale Series" drilling platform, and increase the research and development of exploration equipment, production equipment and electronic control equipment. 1. Green electricity. Accelerate the development of nuclear power, wind power, photovoltaic power generation, biomass power generation and power from outside the province, continuously expand the scope and scale of new energy power generation, focus on improving grid access and absorption capacity, and accelerate the optimization of the power industry structure. By 2022, strive to achieve two 30%, that is, the proportion of new energy power generation installed capacity in the total power installed capacity of the province reaches 30%, and the proportion of the capacity to accept power from outside the province accounts for 30% of the province's available power installed capacity. Nuclear power. Focusing on building an important nuclear power base in the eastern coastal area of the country, with the demonstration and commercial application of high-temperature gas-cooled reactors, AP1000 pressurized water reactors, and CAP1400 large advanced pressurized water reactors as the core, we will actively, steadily, efficiently and safely promote the development of nuclear power. Steadily promote the construction of the first phase of Haiyang Nuclear Power Project and Rongcheng Shidao Bay High-temperature Gas-cooled Reactor Demonstration Project, and strive to complete and put them into operation before the end of 2019. Orderly promote the follow-up projects of the two major nuclear power plant sites in Haiyang and Rongcheng, and strive to start construction and put them into operation as soon as possible. Strengthen the exploration and protection of potential nuclear power plant site resources, and start the preliminary work of the third coastal nuclear power plant site in due course. Focusing on building a diversified comprehensive utilization base of nuclear energy in Yantai, we will integrate relevant technologies such as ACP100S, ACPR50S, and offshore engineering platforms, steadily promote the construction of an integrated supply platform for offshore clean energy, and promote the diversified utilization of nuclear energy.
Wind power. In accordance with the principle of "comprehensive planning and simultaneous development of land and sea", we will scientifically and orderly promote the large-scale development of wind power around the eastern and northern coastal areas of Shandong Peninsula, the offshore wind power belt, and the inland mountainous wind power belt in central and southwestern Shandong, and build a "double 10 million kilowatt wind power base" on land and sea. At sea, we will carry out the revision of offshore wind power planning in accordance with the overall requirements of the overall coordination of offshore wind power development and marine functional zoning, marine main functional area planning, key sea area marine environmental protection planning, coastal economic construction, and industrial layout. In accordance with the principles of overall planning, distributed implementation, intensive conservation, and unified resource allocation and development and construction ideas, we will scientifically and orderly promote the development and construction of offshore wind power, focus on supporting the integrated development of offshore wind power projects and other development and utilization activities such as marine ranches, and maximize the benefits of marine resources. On land, on the basis of existing work, we will moderately and orderly promote the construction of wind power projects. By 2022, the province's wind power installed capacity will reach about 17 million kilowatts; by 2028, the province's wind power installed capacity will reach about 23 million kilowatts.
Photovoltaic power generation. Adhere to the combination of centralized and distributed, actively promote the comprehensive development and utilization of "photovoltaic +", continuously optimize the development model of photovoltaic power generation, and improve the quality and efficiency of photovoltaic power generation. On the basis of coordination with land use, ecological protection, agricultural production, etc., we will make use of land resources such as subsidence land, barren hills and wastelands, tidal flats, saline-alkali land, etc., adopt a unified planning, concentrated and contiguous, step-by-step implementation approach, implement "photovoltaic + environmental governance", focus on building photovoltaic power generation bases in coal mining subsidence areas and photovoltaic power generation bases in the saline-alkali tidal flats of the Yellow River Delta; utilize industrial parks and rooftop resources of industrial enterprises, commercial enterprises, public buildings, residential buildings, etc. to build a number of "photovoltaic + rooftop" distributed power generation projects to promote local production and local consumption of photovoltaic power generation; combine the construction of wind power projects and facility agriculture, fisheries, aquaculture, etc. to build a number of "photovoltaic + comprehensive utilization" projects such as wind power, agricultural power, and fishery power to promote the organic integration of photovoltaics with other industries; explore and develop new models and new formats such as "photovoltaic + transportation", carry out photovoltaic pavement technology research and development and experimental demonstration project construction, and promote the cross-industry and cross-field integrated development of photovoltaic power generation; actively promote "photovoltaic + technological progress" and "photovoltaic + bidding for access to the grid", promote technological progress, industrial upgrading, market application and cost reduction of photovoltaic power generation, and improve the market mechanism for photovoltaic development. We will strive to achieve a photovoltaic power generation capacity of about 18 million kilowatts in the province by 2022; and a photovoltaic power generation capacity of about 24 million kilowatts in the province by 2028.
Biomass power generation. Adhere to the principle of adapting measures to local conditions, planning first, reasonable layout, and diversified development, and scientifically promote the energy recycling and clean utilization of biomass energy resources. In the northwest and central Shandong areas with abundant crop straw, focus on the construction of biomass power generation projects based on crop straw; in the wood processing clusters and crop straw-rich areas in southern Shandong, focus on the construction of agricultural and forestry biomass power generation projects; in the Jiaodong Peninsula fruit tree and firewood resources-rich areas, focus on the construction of biomass power generation projects based on forest resources. Steadily promote urban domestic waste power generation projects on the premise of implementing environmental protection, site selection, waste resource volume and social stability risk assessment. Reasonably layout biogas power generation projects in concentrated areas of harmless treatment of industrial organic wastewater and large-scale livestock and poultry breeding areas. We will strive to achieve a biomass power generation capacity of about 3.5 million kilowatts in the province by 2022; and about 5 million kilowatts in the province by 2028.
External power into Shandong. Focusing on the actual needs of ensuring the future economic and social development of Shandong, reducing coal consumption, and expanding non-fossil energy consumption, we will strengthen the supply capacity of external power in the province's power supply guarantee and consumption upgrade. We will improve the UHV backbone network, actively connect with the four established UHV power transmission channels of Ximeng, Yuheng, Zhalute, and Shanghaimiao, implement supporting power sources and power transmission volume and electricity prices, realize the planned power transmission capacity as soon as possible, and orderly expand the scale of power from outside the province. Accelerate the construction of the UHV ring network project from Weifang (Changle) to Linyi (Gaoxiang) to Zaozhuang to Heze to Shijiazhuang (Xingtai); continue to carry out research on new channels for "external power into Shandong". By 2022, the province will strive to receive electricity from outside the province to reach about 35 million kilowatts, accounting for 30% of the province's available installed power capacity; by 2028, the province will strive to receive electricity from outside the province to reach about 50 million kilowatts.
Pumped storage. Taking into account the topographical, geological, hydrological and meteorological conditions and power grid demand, the development of pumped storage and power supply construction will be coordinated, and the layout of pumped storage power stations will be rationally planned to ensure the safe and stable operation of the power grid. Pumped storage power stations will be deployed in the Jiaodong load center to enhance the peak-shaving capacity of the regional power grid, improve the power transmission of the eastern coastal nuclear power base and the power generation and consumption of renewable energy such as wind power; pumped storage power stations will be deployed in the central and southern Shandong regions where the "external power into Shandong" channels are concentrated to ensure the safe and stable operation of the power grid and the ultra-high voltage power grid. By 2022, the installed capacity of pumped storage power stations in the province will reach about 3 million kilowatts; by 2028, the installed capacity of pumped storage power stations in the province will reach about 8 million kilowatts.
2. Green heat. In line with the national deployment requirements for promoting clean heating in northern China, we will coordinate the regional energy resource supply, environmental constraints, economic affordability and heating characteristics, and in accordance with the principle of using gas where gas is suitable, electricity where electricity is suitable, renewable energy where renewable energy is suitable, and combining centralization and decentralization, we will give priority to the development of centralized heating while actively developing a variety of clean heating such as electricity, geothermal energy, biomass energy, and solar energy, gradually realize the diversification and flexibility of heating resources and forms, and accelerate the replacement of fossil energy with various types of renewable energy in the heating field. We will strive to achieve a green thermal heating area of more than 15% in the province by 2022. By 2028, the green thermal heating area in the province will account for about 25%.
Electric heating. In combination with the heat load characteristics, heating scale, power resources and other factors of the heating area, we will develop electric heating according to local conditions on the basis of fully connecting with the power grid company, implementing the construction and transformation of the supporting power grid, and ensuring the safe supply of electricity. In shopping malls, hospitals, schools and other public service places and new communities, air source, sewage source, ground source, seawater source and other heat pumps are preferred for heating to improve the efficiency of electric heating. Large shopping malls, office places, hotels and other buildings with large changes in cold and hot loads during the day and night are encouraged to build electric heat storage (cooling) facilities to promote peak shifting and valley filling of power load and reduce operating costs. In areas without municipal centralized heating, priority should be given to promoting centralized heating technologies such as heat pumps and heat storage electric boilers; for areas without centralized heating conditions, priority should be given to promoting household air source heat pump technology, or reasonably choosing to use decentralized electric heating technologies such as heat storage electric heaters and carbon crystal electric heating. By 2022, the province's electric heating area will reach more than 300 million square meters.
Geothermal heating (cooling). Give full play to the characteristics of our province's large geothermal energy resources and wide distribution, and promote the use of centralized and decentralized heating in a standardized and orderly manner according to local conditions. Actively promote medium-deep geothermal heating. According to the distribution of geothermal energy resources and the demand of the heating market, under the principle of "taking heat but not water", adopt the process technology of "balanced extraction and irrigation, indirect heat exchange" or "underground heat exchange". In the relatively rich geothermal resources such as northwest Shandong, Jiaodong, central (west) and south Shandong, adopt the "combination of centralized and decentralized" mode to promote medium-deep geothermal heating. Vigorously develop shallow geothermal heating. According to the principle of "adapting measures to local conditions, intensive development, strengthening supervision, and paying attention to environmental protection", mainly adopt heat pump technology, develop and utilize shallow geothermal heating (cooling), and economically and efficiently replace scattered coal heating. By 2022, the geothermal heating area in the province will reach about 70 million square meters.
Biomass energy heating. Give full play to the advantages of our province's large reserves, many varieties, and wide distribution of biomass energy resources, and actively develop clean heating and heating of biomass energy in accordance with the principle of local collection and local consumption. All new agricultural and forestry biomass power generation projects are planned and constructed in accordance with the centralized heating plan of cogeneration, as an important heat source for the county and surrounding towns and rural communities; combined with the heat demand and technical and economic feasibility, the already operated agricultural and forestry biomass pure condensation power generation projects are orderly transformed for heating, actively providing heating and gas for surrounding urban and rural residents and industrial park enterprises. On the premise of implementing environmental protection, site selection, waste resources and social risk assessment, the urban domestic waste incineration cogeneration project is steadily promoted. In areas with rich biomass resources, scientific planning and layout are carried out to build distributed biomass molding fuel collection, processing and sales bases, and biomass boilers and biomass energy-saving and environmentally friendly stoves are used to provide centralized heating for urban and rural public service facilities, new rural communities and decentralized heating for farmers. It is strived to reach a biomass heating area of about 150 million square meters in the province by 2022.
Solar heating. Relying on the advantages of solar energy resources and solar thermal industry in our province, we will vigorously promote the "solar energy +" multi-energy complementary heat utilization model, realize the multi-energy complementarity of solar energy with air energy, geothermal energy, biomass energy, natural gas, electricity, etc., and adopt a combination of centralized and distributed methods to promote solar heating systems in small towns, civil and public buildings with suitable conditions; in agricultural greenhouses, farms and other industries with large heat demand and matching solar energy characteristics, make full use of solar energy for heating. By 2022, the province's "solar energy + other" clean energy heating area will reach about 5 million square meters.
Nuclear energy heating. Closely track the maturity of commercial application of low-temperature heating reactor technology, learn from the technical application of Beijing Yanlong swimming pool-type low-temperature heating nuclear reactor, actively promote the research and demonstration of nuclear energy demonstration projects, and carry out preliminary work on offshore floating reactors and small low-temperature heating reactor demonstration projects in places with conditions.
3. Green transportation. With the core of improving energy utilization efficiency and reducing emissions, accelerate the promotion and application of new energy vehicles, improve charging infrastructure, innovate development models, and actively promote the construction of green transportation provinces.
Promotion and application of new energy vehicles. Focusing on passenger transport such as urban buses, highway coaches, taxis, and vehicles used in public services such as sanitation, logistics, and police patrols, we will increase the promotion and application of new energy vehicles, continuously expand the proportion and scale of new energy vehicles in the public service field, and form a development pattern in which new road transport vehicles are mainly clean energy and new energy vehicles. In conjunction with the reform of the official vehicle system, we will improve the market-oriented security system for official travel, vigorously promote the "charging service + car rental" model, and promote the promotion and use of new energy vehicles in official travel security. Starting from 2019, all party and government agencies and public institutions at all levels in the province will use new energy vehicles when purchasing motor vehicles, especially for confidential communications, relatively fixed routes, law enforcement, commuting, etc. Vehicle equipment updates. Implement the national fiscal and tax preferential policies for the development and promotion of new energy vehicles, establish an effective mechanism to promote the market-oriented development of new energy vehicles, and encourage and support residents to give priority to the purchase and use of pure electric vehicles or plug-in hybrid vehicles. Improve automobile energy-saving and environmental protection standards, increase the cost of using high-fuel-consumption and high-emission vehicles, encourage cities with conditions to implement near-zero-emission transportation demonstration projects, and guide residents to travel green. Charging infrastructure. Focusing on the coordinated development of charging infrastructure and electric vehicles, we will accelerate the construction of a charging infrastructure service system for electric vehicles, with dedicated charging facilities built in parking spaces at user residences, unit parking lots, bus and taxi stations as the main body, public charging facilities built in public building parking lots, social public parking lots, temporary parking spaces as the auxiliary, and independent urban fast charging stations, battery swap stations and inter-city fast charging stations built in highway service areas and on both sides of national and provincial roads as the supplement, and supported by charging intelligent service platforms to ensure smooth travel for electric vehicles. Focusing on Jinan, Weifang, and Liaocheng, support key enterprises to become bigger and stronger, accelerate the development of new energy high-end buses and trucks, as well as special vehicles for sanitation, medical, gardening and other industries, form a complete industrial chain, and create a first-class national energy-saving and new energy commercial vehicle production base. Focusing on Qingdao, Zibo, etc., develop new energy passenger car projects, promote the upgrading and rapid development of new energy passenger cars, realize the conversion and continuation of traditional cars and new energy cars, and build an important national new energy passenger car production base. Focusing on Qingdao, Zibo, Zaozhuang and Weifang, we will accelerate the breakthrough of technical bottlenecks, vigorously develop power batteries for pure electric vehicles, and build an important national production base for power batteries for new energy vehicles. Support Zibo City to accelerate the development of high-performance motors for new energy vehicles, expand production scale, and build an advanced motor industry equipment production base.

Support cities such as Jinan, Qingdao, Zibo, Yantai, Zaozhuang, and Dongying to accelerate the development of high-end equipment such as online monitoring equipment for power transmission lines, intelligent sensing detection technology and equipment for power grid information, intelligent inspection robots for substations, and intelligent cleaning robots for power stations, and build research and development and production bases for clean and efficient power generation equipment, high-voltage power transmission and transformation equipment, and intelligent power distribution equipment. Accelerate the construction of internationally advanced high-end power transmission and transformation and intelligent power grid equipment manufacturing bases.
4. Hydrogen energy industry cluster. Focusing on Jinan, Qingdao, and Weifang, we will be based on the forefront, create cutting-edge, and comprehensively promote the use of hydrogen energy. Actively promote the construction of Jinan's "China Hydrogen Valley", and promote the central enterprises leading in the fields of hydrogen energy preparation, storage and transportation, hydrogenation infrastructure, key fuel cell components, and key materials to settle in our province. Relying on key enterprises in Jinan, Weifang and other cities, establish a hydrogen fuel cell innovation center, accelerate the breakthrough of core technologies, realize industrialization as soon as possible, and build a production base for power systems, core components, and key components related to the hydrogen fuel cell vehicle industry, and strive to be at the forefront of the country in the development of hydrogen fuel cell vehicles.
5. Offshore wind power manufacturing and application industry cluster. Focusing on cities such as Qingdao, Yantai, Dongying, Weifang, Weihai, Rizhao, and Binzhou, we will organize and implement the strategy of strengthening the ocean province and plan and build a "10 million kilowatt offshore wind power base", accelerate the development and use of 6 MW, 8 MW and above high-power offshore wind power equipment, drive the development of related supporting equipment industries, and build a high-end offshore wind power equipment manufacturing base. Support Penglai in striving for a national offshore wind power testing base, and drive the coordinated development of the entire industry chain including wind turbine manufacturing, marine equipment, and technology research and development. In accordance with the principle of pilot first and orderly advancement, scientifically promote the development and construction of offshore wind power, support the integrated development of offshore wind power with marine ranches, wave energy, tidal energy, etc., and form a construction pattern of mutual support and coordinated development between industrial development and promotion and application.
(VI) Organize and implement 5 major projects. Focusing on cultivating new momentum in the field of new energy, we will solidly promote 5 major projects such as innovation capacity improvement, quality brand building, industry and application integration demonstration, regional energy transformation demonstration, and "Internet +" smart energy, and effectively support the healthy, sustained and rapid development of the new energy industry.
1. Innovation capacity improvement project. We will fully implement the innovation-driven development strategy, effectively integrate the resources of advantageous units such as universities, research institutes, science and technology intermediary service agencies, and key enterprises, cultivate innovation carriers around key areas such as new energy vehicles, nuclear power, energy storage, hydrogen energy, and ocean energy, build a number of high-level public technology innovation service platforms that have a leading and driving role in the development of the province's new energy industry, and break through a number of key common technologies. We will accelerate the construction of the Shandong Yantai National Nuclear Power Industry Technology Innovation Platform and the establishment of an operation mechanism, and create an open and shared industrial technology innovation platform. We will highlight the dominant position of enterprise technology innovation, support the construction of enterprise technology centers, engineering technology research centers, key laboratories, industrial design centers and other platforms, accelerate the construction of an innovation system with enterprises as the main body, market-oriented, and industry-university-research integration, and accelerate the industrialization of technological achievements. By 2022, we will strive to build 3-5 national leading new energy industry technology innovation platforms; build 5-10 provincial (national) innovation centers for industry-university-research cooperation, and guide them to build a comprehensive innovation carrier that integrates common technology research and development, business model innovation, talent introduction and training, and achievement transformation.
2. Quality brand construction project. Deeply implement the quality-oriented province and brand strategy, improve the product quality standard system of new energy enterprises, enhance the quality control ability of enterprises, strengthen brand cultivation, and support advantageous enterprises to become bigger and stronger. Guide enterprises to implement quality improvement plans, promote enterprises to strengthen the capacity building of technology research and development, cost control, marketing services, etc., make full use of advanced technologies such as the Internet and big data, build a dynamic quality evaluation system, continuously improve product quality and service capabilities, and enhance the comprehensive competitiveness of enterprise products. Focusing on key areas of new energy and forward-looking industries, accelerate the cultivation of a group of new brands that master core technologies and form scale advantages. Implement the "specialization, precision, specialness and innovation" project, cultivate "single champions", and cultivate a group of characteristic brands with outstanding main business, strong competitiveness and good growth. Promote the construction of the "Made in Shandong" brand, strengthen the design and promotion of brand cultural connotation, strengthen the improvement of product quality standards, promote the transformation of the new energy industry from "Made in Shandong" to "Made in Shandong", comprehensively improve the quality and efficiency of development, and realize the high-end value of brands.
3. Demonstration project of industry and application integration. Focusing on accelerating the promotion and application of new energy and improving the level of new energy equipment manufacturing, we will promote the gathering of various factors such as technology, capital, and talents in a certain area, accelerate the extension of the industrial chain to upstream and downstream, improve the level of industrial regional supporting facilities, and enhance the level of integration of new energy equipment manufacturing and development and utilization, create a demonstration zone for the integrated development of production and use, and realize a benign development pattern in which application promotes industry and industry supports application. Focusing on the key areas of new energy development in the future of our province, such as nuclear power, comprehensive utilization of ocean energy, hydrogen energy, and offshore wind power, we will rely on key parks, key enterprises, and major technology platforms to strive to create a modern new energy integration demonstration zone that integrates industry and city, production and use, production and research, and multiple aspects.
4. Regional energy transformation demonstration project. Based on the existing work of new energy demonstration cities (industrial parks) and green energy demonstration counties, in areas with good renewable resource conditions, great development potential, management foundation, and strong economic affordability, through overall planning, optimized design, system integration, and institutional and mechanism innovation, implement the coordinated development and utilization of traditional energy and renewable energy such as wind energy, solar energy, geothermal energy, and biomass energy in accordance with local conditions, expand the application of renewable energy in various fields such as regional heating, power supply, gas supply, transportation, and construction, significantly increase the proportion of regional renewable energy consumption, promote the transformation and upgrading of regional energy production and consumption, and gradually establish a technical path, business model, management model, and policy system that adapts to the development of renewable energy.
5. "Internet +" smart energy demonstration project. Guided by national-level new energy microgrids and multi-energy complementary integrated optimization demonstration projects such as Qingdao Sino-German Ecological Park, Jinan Jicheng Industrial Park, and Tai'an Taikai Industrial South Zone, in key areas such as industrial parks, large business districts, university towns, and transportation hubs, strengthen the overall planning and integrated construction of terminal energy supply systems. Through the integrated application of renewable energy power generation, energy storage technology, trigeneration of cooling, heating and power, and microgrids, explore the technical application and commercial operation model demonstration of integrated generation, transmission, storage, distribution and use. At the same time, strengthen energy demand-side management, promote local production and nearby consumption of new energy, and improve the comprehensive utilization efficiency of energy. Focusing on promoting the consumption of new energy and improving the flexibility and stability of the power system, actively promote the construction of energy storage demonstration projects of different technical types and different application scenarios, and promote the advancement of energy storage technology and industrial development. Accelerate the construction of "Internet + charging infrastructure", focus on user needs, integrate various data such as power grids, enterprises, transportation, road conditions, meteorology, and safety, establish a comprehensive service system for electric vehicle users, provide charging navigation, status query, charging reservation, fee settlement and other services, and expand platform value-added services.
V. Guarantee measures
(I) Strengthen organization and coordination. Establish and improve a working mechanism led by provincial leaders and coordinated by relevant departments and units. Relevant provincial departments should earnestly improve their ideological understanding and strengthen organization and coordination. The Provincial Development and Reform Commission, the Provincial Economic and Information Commission, and the Provincial Science and Technology Department should base themselves on their functions, take the initiative to promote the implementation of major matters, coordinate and solve major problems in a timely manner, and take the lead in promoting the development of new energy industry promotion and application, equipment manufacturing, scientific and technological research and development and other fields; the Provincial Department of Land and Resources, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Oceans and Fisheries, the State Grid Shandong Electric Power Company and other departments and units should innovate ideas and take positive actions to solve the problem of land constraints, promote the development and utilization of geothermal energy, coordinate planning and layout, promote clean heating, scientifically guide the use of sea areas, carry out marine energy utilization experiments and demonstrations, strengthen power supply guarantees, and promote the consumption of renewable energy. Provide practical and effective policy support; the Provincial Bureau of Statistics should improve the statistical indicator system of the new energy industry, implement tracking and monitoring, and provide support for scientific monitoring, scientific decision-making, and strengthening assessment. All cities should rely on the corresponding working mechanism for the conversion of old and new kinetic energy, focus on key tasks, implement work responsibilities, strengthen factor guarantees, and fully promote the development of the new energy industry.
(II) Intensify the innovation of systems and mechanisms. Continue to deepen the reform of delegating power, delegating administration and improving services. In accordance with the requirements of delegating power and responsibilities simultaneously, and strengthening regulation and supervision simultaneously, we will intensify the efforts to streamline administration and delegate power, strengthen supervision during and after the event, improve and optimize government services, improve the legal guarantee system, and build a service-oriented government that is inclusive of innovation, prudent supervision, efficient operation, and legal norms. Improve the industry access system based on the negative list. Except for enterprises that must be controlled by state-owned capital as stipulated by the state, relax investment access to the maximum extent, create a relaxed and convenient market access environment, a fair and orderly market competition environment, and a safe and secure market consumption environment. Continue to deepen the reform of the power system, improve relevant policies, regulations, decision-making and incentive mechanisms, establish and improve the institutional system and long-term mechanism to ensure the sustainable development of the new energy industry; deepen the reform of electricity prices, and explore the establishment of a new energy price system that reflects the market supply and demand relationship, resource scarcity, and environmental damage costs. Implement a more inclusive and innovative governance concept, lower the entry threshold for new technologies, new industries, new formats, and new models, promote dynamic prudent supervision, and accommodate new formats in the early stages of development.
(III) Strengthen intellectual support. Adhere to the concept of talent as the first resource, and establish and improve a coordinated promotion system of think tanks, alliances (associations) and talent teams in the new energy field of major projects for the conversion of old and new kinetic energy. Select first-class experts in the field of new energy in China to form a think tank, cooperate with the think tank through government procurement services, etc., study and propose strategic, forward-looking and hot and difficult issues for the development of the new energy industry in our province, provide policy recommendations for promoting the conversion of old and new kinetic energy in the new energy industry, provide consultation for industrial transformation and upgrading and investment structure adjustment, and provide guidance for the introduction and research and development of new technologies, new processes and new products. Organize leading enterprises or intermediary service agencies with strong influence and appeal in the field of new energy in the province to form alliances (associations), widely absorb enterprise representatives, intermediary organizations, etc. to participate, play a bridge and link role, promote exchanges and cooperation, promote industry development, and strengthen industry self-discipline. Actively promote the construction of China University of Energy, support education and training institutions at all levels such as colleges and universities, scientific research institutes, vocational colleges (including technical colleges) and training institutions, strengthen the establishment of new energy-related disciplines, and strengthen the training of professional talents in basic research, applied research, and new technical skills. Improve the green channel for the introduction of high-level and highly skilled talents in the field of new energy, and vigorously introduce top or leading talents and innovation teams; improve the technology innovation system with enterprises as the main body, market-oriented, and combining production, education, research and application, establish a matrix-type R&D capability layout and cross-industry collaborative platform, promote mass entrepreneurship and innovation, and form a systematic technology innovation capability.
(IV) Improve the fiscal and taxation and price system. Follow the direction of fiscal and taxation and price reform, strengthen fiscal incentives, taxation and price guidance functions, and support technological innovation and transformation and upgrading of the new energy industry. Further increase fiscal funds to basic fields, cutting-edge disciplines and demonstration projects such as renewable energy resource evaluation, technology research and development, platform construction, talent training, standard setting, and testing and certification system construction, and encourage social capital to invest in new energy industries. Strictly implement the state's value-added tax, income tax, fee reduction and exemption and other tax policies for new energy power generation projects such as wind power, photovoltaic power generation, biomass power generation, as well as strategic emerging industries and high-tech enterprises, reduce the burden on enterprises and enhance their vitality. Implement fiscal support and guidance policies for clean energy heating. For new energy power generation projects that meet national regulations, timely apply for the additional subsidy catalog for renewable energy electricity price funds; explore the allocation of resources through competitive methods such as bidding, introduce investment entities with strong technology and economic strength to participate in project construction, promote the improvement of technology level and the reduction of grid-connected electricity prices, and gradually establish a new energy power generation price subsidy exit mechanism.

Explore the establishment of a regular system for project promotion, build a bank-enterprise exchange platform, actively guide banks and other financial institutions to adopt new models such as investment and loan linkage, and increase support for the new energy industry. Support qualified new energy enterprises to achieve financing through listing, bond issuance, private equity, etc. Give full play to the role of Shandong Province's old and new kinetic energy conversion fund, and increase support and guidance for technological innovation, industrialization projects and major projects in the field of new energy. Support the capitalization and securitization of new energy resources, equipment, services, and applications, and provide a platform for the innovation of various business models such as B2B, B2C, and C2B based on "Internet +". Encourage flexible investment and financing methods such as financial leasing and government-private partnership (PPP) for distributed energy to promote local collection and efficient use of energy. Establish and improve the credit guarantee system for enterprises in the new energy industry chain, improve the financing capacity of small and medium-sized enterprises, and expand the scale of financing.
(VI) Expand foreign cooperation. Make full use of two resources and two markets, seize the opportunities of the "Belt and Road" construction, and implement the opening-up and cooperation strategy of the new energy industry in all directions. Support the "going out" of our province's advantageous new energy enterprises, strengthen cooperation with excellent foreign (overseas) enterprises, introduce, digest, absorb and re-innovate key new energy technologies and equipment through mutual investment and market expansion, and comprehensively improve our province's new energy technology innovation capabilities and equipment manufacturing level.
