CHPLAZA Clean Heating Network News: On September 30, the General Office of the Jinan Municipal People's Government issued a notice to further clarify the issues related to the winter clean heating project and operating fund subsidies in Jinan.

For centralized clean energy heating, the notice clearly states that if centralized gas-fired boilers are used, the preferential gas price of 1.71 yuan/m3 will be uniformly implemented. If centralized electricity is used for heating, after the heating period is over and the electricity consumption is audited by a third party, the difference between the settlement price of the operating unit and the power supply company and the preferential electricity price (0.5 yuan/kWh for flat electricity and 0.25 yuan/kWh for valley electricity) will be subsidized to the operating unit.

Secondly, for household wall-mounted boiler heating, equipment purchase subsidies are subsidized to users or advance units according to the standard of 2000 yuan/household. After the heating period ends, the gas operation subsidy will be subsidized to the users according to the standard of 1200 yuan/household.

In addition, the use of air source heat pump, household electric boiler, heating cable, carbon crystal plate heating household electric heating users will enjoy subsidies. The subsidy for equipment purchase shall be based on the actual subsidy for carbon crystal plate purchase and shall not exceed 2000 yuan/household, and the standard subsidy for air source heat pump, household electric boiler and heating cable 2000 yuan/household shall be paid to the user or the advance payment unit. After the heating period ends, the electricity operation subsidy will be subsidized to the user according to the standard of 1200 yuan/household.

The people's governments of all districts and counties and the relevant departments of the municipal governments:

In order to increase the promotion and support of clean heating in winter and further improve the city's clean heating level, with the consent of the municipal government, the relevant issues concerning the winter clean heating project and operating fund subsidies are hereby notified as follows.

1. centralized clean energy heating

If the (I) adopts centralized gas-fired boilers, the preferential gas price of 1.71 yuan/cubic meter shall be uniformly implemented. After the heating period is over and the gas consumption is audited by a third party, the difference between the final settlement price of gas (up to the benchmark price approved by the municipal price department) and 1.71 yuan/cubic meter shall be subsidized to the gas enterprises. If the heating enterprises purchase and use pipeline gas heating from non-franchised gas enterprises in this city, they can be directly subsidized to the heating enterprises.

If centralized electricity is used for heating, after the heating period is over and the electricity consumption is audited by a third party, the difference between the settlement price of the operating unit and the power supply company and the preferential electricity price (0.5 yuan/kWh for flat electricity and 0.25 yuan/kWh for valley electricity) will be subsidized to the operating unit.

(II) existing centralized clean energy heating projects listed in the ledger in accordance with relevant regulations enjoy preferential gas and electricity price subsidy policies.

2. household wall-mounted boiler heating

1. Equipment purchase subsidy shall be subsidized to users or advance units according to the standard of 2000 yuan/household.

2. The ladder gas price will not be implemented for the time being during the heating period for users who use household wall-mounted boilers, and will be implemented according to the first price of the gas price for urban residents. After the heating period ends, the gas operation subsidy will be subsidized to the users according to the standard of 1200 yuan/household.

3. Existing household wall-mounted boiler heating users listed in the ledger according to relevant regulations enjoy gas operation subsidies.

3. household electric heating

(I) the scope of subsidies. Using air source heat pump, household electric boiler, heating cable, carbon crystal plate heating users.

(II) subsidy policy.

1. The subsidy for equipment purchase shall be based on the actual subsidy for carbon crystal plate purchase and shall not exceed 2000 yuan/household, and the standard subsidy for air source heat pump, household electric boiler and heating cable 2000 yuan/household shall be given to users or advance payment units.

2. After the heating period ends, the electricity operation subsidy shall be subsidized to the user according to the standard of 1200 yuan/household.

3. Existing household electric heating users listed in the ledger in accordance with the relevant provisions enjoy electricity operation subsidies.

4. related regulations

(I) the same time, except for the centralized clean energy heating projects (including 2017 projects) that cannot be specified in specific districts and counties, and the subsidy funds of the management committee in the southern mountain area of the city are borne by the municipal level, the above subsidy funds are in principle borne by the municipal and district/county (including Jinan high-tech zone) finance at the ratio of 7:3.

(II) the relevant financial subsidy provisions in the "Jinan City 2018 Winter Clean Heating Implementation Plan" (Ji Qing Nuan Jian Zi [2018] No. 6) issued by the Municipal Clean Heating Construction Promotion Office of Jinan City are inconsistent with this notice, the provisions of this notice shall be implemented.

This Circular shall come into force on the date of promulgation and shall be valid for 2 years. The "Notice of the General Office of the Jinan Municipal People's Government on Clarifying the Relevant Issues Concerning the Fund Subsidies for the Clean Heating Gas Subfor Coal and Electricity Subfor Coal Project in Our City" issued on September 21, 2017 (Jizheng Office Letter [2017] No. 24) shall be abolished at the same time.

This notice shall be interpreted by the Municipal Urban and Rural Construction Committee.
